Information Performance measures information from the vantage point of the decision, not the pipeline. A dataset can be technically pristine and operationally useless if it arrives late, contested or in a form that does not match what the decision needs.
Four properties define performance: latency, trust, completeness and clarity. All four are measured against a specific decision domain — the same dataset can be high-performance for one decision and low-performance for another.
Improving Information Performance rarely means more data. It usually means shared definitions, clearer ownership, tighter provenance and a semantic layer that lets the decision speak in its own terms.
